The planned September vote and various efforts to water down the bill have dozens of small-business groups rallying members to urge their senators during August to vote for full repeal. They are backed by the two-thirds of Americans who favor repeal, according to a survey by the Tax Foundation, a Washington educational group, even though most don't have estates large enough to pay the tax.
