"Those states really want to make it clear before the lottery starts that the money is for education only," said Alicia Hansen with the Tax Foundation, a nonprofit Washington-based think tank, who has studied lottery issues extensively.
In many states, it's more than just a name. Some designate in precise detail how money raised by the lottery must be spent on education. Others have even passed constitutional amendments or state laws stating lottery profits only be used to supplement existing public spending on education.
