In Windsor, at Bob’s Barber Shop on Main Street, there are two things customers mention most frequently: taxes and the economy. One recent morning, a front-page story in the local newspaper, The Press & Sun-Bulletin, reported that Broome County’s property taxes as a percentage of home value ranked 18th-highest in the nation, according to a study by the Tax Foundation, a Washington tax research group.
