Both sides have used reports from nationally known organizations to bolster their arguments.

The conservative Tax Foundation, in a report this month, said Measure 2 would improve North Dakota's rankings in its analysis of states' tax climates, while the liberal Center on Budget and Policy Priorities called it "risky and shortsighted."
