Chicago Sun-Times -- 'Oil companies deserve to reap their rewards'

In 1980, Congress enacted a windfall-profits tax. The result, according to the Congressional Research Service, was a decline in domestic oil production of about 5 percent and an increase in oil imports of about 12 percent.
