Ohio's tax burden has steadily risen in the last three decades, including the last 16 years under Republican Govs. George Voinovich and Bob Taft.
The Tax Foundation, a research group, ranked Ohio third among the 50 states last spring in state and local tax burden as a percentage of income, at 12 percent.
Ohio ranked 30th in 1990 when Voinovich was elected governor and 15th in 1998 when Taft was first elected.
