New Jersey, which has lost 34,400 jobs so far this year as the recession unfolds, consistently has one of the lowest-rated business climates in the nation. The Tax Foundation currently ranks the state's corporate tax code 50th.

"This changes our competitive position with the states surrounding us," Corzine said. "It really will give us a greater ability to maintain companies that operate across the United States and actually internationally to look at New Jersey's corporate business tax as a more balanced and competitively appropriate position."

Business groups flanking the group for yet-another bill-signing this week—"You guys don't have to go out and buy pens for a while," Corzine said as he handed out the ceremonial trinkets—have been pushing for such changes for many years.
