"Notions of rugged individualism and personal responsibility — at least as they play out in presidential politics — were upended in a recent report from the Tax Foundation. Red-state values aren't exactly borne out when it comes to federal taxing and spending. The foundation periodically compares how much each state sends to Washington in taxes and how much the state gets back in federal spending. This year's report, based on 2003 data, doesn't exactly support the image of “welfare blue states” versus “self-reliant red states.”"
