Tax Foundation President Scott Hodge appeared on CNBC's "Kudlow Report" on April 12, 2010 to discuss how the United States has become "a nation of takers." A record 51.6 million tax filers—or 36 percent of all tax returns filed in 2008—had no federal income tax liability.
